Free prepaid card doesn't mean that you are going to get a card on which you do not have to pay any fee free prepaid cards are free from one or more type of fee but not all types of fee.
Most of the free prepaid cards do not charge the annual fee but some them also charge very fee or no fee for overdraft and for the online banking also.
